Natural Resources and Environment

Mandate of the Department

The Natural Resources and Environment Department is headed by the City Natural Resources Officer and is responsible for the implementation of policies, rules, regulations and Council bye-laws on conservation and sustainable exploitation of natural resources and proper sanitation and environmental management. 

Core Functions of the Department

1.    Implementing environmental management laws, regulations, strategies and action plans to achieve compliance at all levels.
2.    Conducting appraisals of all development plans and technical proposals for both government and private developers in regards to Environmental and Social Impact Assessment (ESIA).
3.    Public sensitization on environmental policies, laws and conservation programmes on the environment.
4.    Advising the council and local environmental committees on environmental policy and ensuring conformity with the sustainability goals.
5.    Collecting, analyzing and reporting environmental data through monitoring, measurements, and testing samples to mitigate air, water, noise and soil pollution.
6.    Coordinating cross-functional teams to implement green projects, including climate change, energy efficiency programs and biodiversity conservation efforts.
7.    Plan, implement and monitor programs & projects for ensuring a clean city and improving the ambience through sustainable management of solid waste and parks.
8.    Management and audit of all major projects to ensure compliance with all environmental, climate change and health and safety provisions.
9.    Preparing work plans and budgeting for environment management programmes.
10.    Preparing and submitting quarterly reports on the status of environment in Gulu City 
 

Roles:
  • Provide technical advice on natural resources conservation and utilization;
  • Initiate and advise Council on natural resources bye laws and ordinances;
  • Offer technical support and extension services to the community and private sector on natural resources;
  • Appraise development plans and technical proposals in regard to environmental impact assessment;
  • Carry out research, generate information and data on natural resources;
  • Plan, implement and monitor programs & projects for ensuring a clean City and improving the ambience through sustainable management of solid waste, water, sewerage and sanitation facilities, parks and cemeteries.
  • Maintain a clean, habitable and sustainable City environment;
  • Undertake publicity and promotional activities for natural resource protection and sustainable use.
  • Enforce proper methods for disposal of refuse and waste.
